I think you mean anyone with a dish pointed at the right satellite?  Or can we watch Bike Channel easily in foreign countries with fixed dishes.

the tour of the princely lands of tyrol is on this week on bike channel starting on monday, formerly giro del trentino and renamed this year to tour of the alpes as it expands the geographic reach to tyrol in austria and sud tyrol in italy.

in other former habsburg realms, tour of croatia is on eurosport in between snooker and such

Indeed.
I was watching the aforementioned channel last night and a fairly long ad-trailer came up for the Burgos.

This was a program about a group of Americans on some kind of spiritual quest to find the ulimate off-road slopes to ride down.
I'm not cool enough to know what the proper term is.
Some of the ridge riding takes your breath away, other times the camera angle makes a 45 degree slope look vertical from the head-on, but assuming they haven't rehearsed the long drops then it is still spectacular.
They were in Nepal, not far from Tibet.
One guy's luggage (all his clothes and his bike) had gone missing on the first flight but he still went up into the mountains with everyone else.
Then one night all his stuff magically appeared all the way up the mountain.

Danny Macaskill was also on the other night.
He loses nothing from the revelation that some of his tricks can take hundreds of takes to capture.
