I think the cycling was incidental in those and I'm not sure if I'm missing something re Colombia vs Columbia. Probably just a way of upping his hits.

I think your right from what I’ve read; he tends to capture the human condition more than anything else. If nothing else these pics show how dedicated Columbian cyclists are to the sport.
BTW, I’m not sure upping the hits is what he had in mind as he’s already extremely successful. 2cents.

Well I liked them though. I wondered also if there was a commentary on being institutionalised or maybe "freedom" - military uniforms vs lycra ones.

Was reading about him here first, interesting guy....discovered the cycling part by accident but it does show how some parts of the world struggle to race; when watching some columbian rider in a race it might give us a second thought on what they went/go through to get there?...
