New bike new sizeMy old bike is giving up after 90,000 km so it's time.
I've found a Viner carbon frame for 150 Euros + another 150  300 euros to complete.
The trouble is my bike is a 51 with 53 top tube and 13 cm stem.
The Viner is a 54x54. Will mods be enough to get it to fit? The main problem will be keeping the relative heights of the saddle and handlebars the same.

Maybe, you haven't said any thing about the angle differences between the two frame for the seat tube. What is your steam length, and head tube differences?
If your angle is greater on the new frame on the seat tube, and your steam length is fairly short, you might have a problem. If not, I think you'll be ok.

Both are horizontal top bars and the seat tubes are both fairly standard 75 ° angles. So it's just a matter of dropping the seat 3 cms. This would leave the handlebars still a bit long but if I replace the 13 cm stem with 12 cm then that would be alright. As it is the stem is very near the headset about 1 cm above so I haven't got much margin to drop that to regain the 13 cm difference between the saddle top and stem it would only be 10 i.e. I'd be sitting up a bit more unless you know of more angled stems.
Of course, I might find that the original position was no good anyway

Are the head tubes the same size? Is your current steam angled up, or out flat?
Sounds like it will work.

Stem is standard 6/84° and is so angled and so will the new be.
The length of the head tube shouldn't influence the relative heights of saddle and handlebars unless it's the small length that goes above the top tube
I think I will get the bike but will have to fit a new crankset and bottom bracket
