it's a proper idea.. since it's a walking path also.. so cyclists must go slow..

I thought the article said its only suppose to be a walking path and not a bike path at all?
Anyway, it seems they put a few too many out in my opinion.
Bicycles are not allowed on sidewalks (unless specifically given permission), but everybody can use bike paths. Which usually makes me avoid them because you have to deal with lots of pedestrians and joggers along the bike path.

I always ride on the road, 15-20cm into the 'swept clean' part as a very general rule. No paths or cycle paths = no punctures.
Pedestrians are imbeciles to a man - stay away from these maniacs.
