The guy looks like a shop window dummy! They must've been using him as a test before the official ceremonies take place.
Saw them doing that with one of the road crew in the final of the 2004 Tour. They pulled out the podium and got one of the road crew guys to stand on the podium with arms in air so that they could get the positioning right before the riders arrived. The guy got such a huge cheer from the crowd! Unfortunately I seem to have lost all my 2004 photos of the Tour so can't post the pic I took.

He's a real person. He explained in the French websites that he did it as a dare with his friends. They pulled it off alright.
